Workshop #2: LED Test and Measurement
As conventional light-sources are being replaced by LED-based lamps and luminaires in general illumination applications, particular attention is now being paid to quality issues. However, test and measurement of solid-state lighting (SSL) sources confront engineers and designers with many challenges as compared to traditional sources. Special equipment and metrology know-how is needed to obtain accurate and reliable measurement results.
This workshop will review the development of Chinese LED products via the test data from the National Lighting Test Center. The key test and measurement items as well as the equipment requirements for LED product certification (e.g. Energy Star) will be introduced. Furthermore, the workshop will discuss the new demand of test technology proposed by the existing and developing standards on LED luminaires. The test technologies and challenges in the design of LED products will also be discussed. The workshop will introduce the test technology of thermal resistance of LED products. Participants can further expect to learn the EMC problems and test methods of LED products.

Prof. Jiangen Pan, the Chairman and CTO of Everfine, is the China Country Member for International Commission on Illumination (CIE) D2 (The Division of Measurement of Light and Radiation), the Vice Chairman & Secretary-General of Subcommittee 3 on Measurement of Light and Radiation of Standardization Administration of China (SAC/TC224/SC3), and also a member of General Expert Group of National 863 Program on SSL. In recent years, Prof. Pan and his team have focused on the measurement of SSL and its standardization. He has undertaken key projects under the National 863 Hi-tech Program. He has more than 80 patents registered and over 40 papers published. He chaired or participated in drafting of tens of national standards on LEDs and the measurement of light and radiation. Prof. Pan was honored by the CIE in 2009, and was granted the "National Outstanding Innovation Award", and awarded as "National Excellent Scientist" in 2010.
National Lighting Test Center on Electric Light Source (Shanghai)
Anqi Yu is the Vice Director of National Lighting Test Center on Electric Light Source (Shanghai). He is also the Vice General Manager and Technical Manager of National Luminaires Quality Supervision Testing Center and Shanghai Alpha Lighting Equipment Testing Ltd, Team Leader of CCC Certification of TC05 Lighting & Electrical, and President of the Illuminating Engineering Society of Shanghai. Professor Yu has engaged in quality supervision and inspection of electrical light sources for tens of years. He has taken charge of the preparation of over 20 national standards and related teaching materials, and has more than 40 published papers.

National Optical Products Inspection Services Center (NOPI)
Hong Zhang is the Technical Director of SSL products at the National Optical Products Inspection Services Center (NOPI). He has many years experience in the safety and EMC-related fields, and has mainly been responsible for the work of electronic product certification and testing. He built an LED lamp performance lab which became the first U.S. Energy Star testing laboratory of LED products accredited by NVLAP in China.
Shenzhen Graduate School of Tsinghua University
Keyuan Qian is a Professor at the Shenzhen Graduate School of Tsinghua University. The research of Professor Qian is in the field of SSL, including: optical characteristics of LED phosphors; high efficiency packaging technology; the reliability and degradation analysis of LED devices; optical design of LED backlights; and packaging and application of UV LEDs. In particular, his research on the second level optical design of SSL products based on non-imaging optics has achieved unique achievements. He has 30 papers published in national and international academic conferences and journals, and has multiple patents granted or pending.

Cong Chen is an Applied Scientist at the Engineering Center of SSL Test Systems of Zhejiang Province, Institute of Optoelectronics of Everfine Photo-E-Info Co., Ltd. In recent years, Dr. Chen has done research on the measurement of optical radiation and instrument science. He has participated in several projects of the National 863 program and other nationally supported programs. He has over 10 papers published in national and international core journals.

National Quality Supervision and Test Center of SSL (Guangdong)
Benliang Li is the Leader of the Photoelectric Team at the Quality Supervision and Inspection Center in Dongguan City; Technical Director and Academic Leader of National Quality Supervision and Test Center of SSL (Guangdong). He was the technical director of the project “Research of Life Test System for Large Outdoor Lights " proposed by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ). He carried out the provincial inspection of LED road lights for the first time in China. He was also responsible for the evaluation of standard samples of LED road lights and indoor lights in Guangdong Province, and was he major technical manager of the project “LED Industry Innovation Platform” for the strategic emerging industries of Guangdong Province".

Shuang Niu is an LED Lamp System Engineer for GE Lighting. She is working on LED lamp development at the system level; LED chip reliability qualification; and lamp controls usage and maintenance.
